MTPL (OCTA) for E-Scooters and E-Bikes in Latvia 2026: Who Needs It, What It Costs and How to Avoid a Fine

In summer, e-scooters and e-bikes are on every corner in Latvia - and so is the question: "Do I need MTPL (OCTA) now?" The answer depends on what exactly is parked in your garage. Let me explain it simply.

This is where most of the confusion lies. A regular pedal-assist e-bike does not need MTPL - if the motor only assists while you pedal and switches off as soon as you stop pedalling. In the eyes of the law, such a bike remains a bicycle.

A simple test: if your vehicle can move on its own while you just stand or sit on it - it is a self-propelled e-bike and needs both CSDD registration and MTPL. If it only moves when you pedal - no MTPL is required.

What it costs

Here is the good news: from my own practice, an MTPL policy for an e-scooter or self-propelled e-bike costs around €10 per year. It is one of the cheapest policies there is - less than one pizza dinner for a whole season of peace of mind.

The fine for riding without MTPL

Using a self-propelled e-bike in road traffic without MTPL carries a fine of €125 to €200. Compare that with €10 for a policy - the maths is simple. Statistics show that self-propelled e-bike owners are diligent (around 99% insured), but roughly a fifth of e-scooters still have no MTPL.

Tip: MTPL only covers damage you cause to others - hitting a pedestrian or scratching a car. Your own vehicle, the phone in your pocket and your broken arm are not covered by MTPL.

And what about the vehicle itself?

An e-bike or a quality e-scooter often costs €1,000-3,000 or more - and they are a favourite target for thieves. The market offers specific micromobility policies that, in a single policy, can cover theft and damage to the vehicle, your own injuries (personal accidents) and liability towards third parties - often in one policy for the whole family and all your rides: bicycle, roller skates, skateboard, e-scooter.
